Yards plan increased capacity

Even with fewer newbuild orders, optimism about future growth is rife with sustained efforts to obtain more yard capacity, both in Asia and on more distant shores. John Mueller reports.

The drive to acquire greater building capacity ranges from MMHE in Malaysia adding a pier to an ambitious plan by Sembcorp Marine to establish an entirely new shipyard in Brazil, in the footsteps of Keppel Corporation, where Keppel Offshore & Marine is branching out with the construction of a tension leg wellhead platform at its BrasFels yard.

MMHE concluded 2009 with completion of its West Finger Pier (WFP) project by Samsung Heavy Industries, at its Pasir Gudang Shipyard in Johor, Malaysia.

WFP is a 300m pier designed to berth VLCCs and effect FPSO repair and conversion works, and a 100m long material handling quay to accommodate delivery barges up to 5000dwt.

CNOOC is constructing a deepwater engineering base in the Gaolan Port Economic Zone in Zhuhai, Guangdong Province, China, which is expected to become a marine engineering equipment manufacturing centre within the next five years.

The facility, involving an investment of $730 million, will manufacture offshore oil and gas field equipment.

Jurong Shipyard (JSL), a Sembcorp Marine subsidiary, is to build a new shipyard in Brazil on a freehold land area of 825,000m2, over one and a half times larger than JSL's Tanjong Kling, Singapore location. The new yard, with 1.6km of coastline in Espirito Santo, Brazil, will be capable of constructing drilling rigs, FPSO integration, topside fabrication, and repairs and modification works.

Wong Weng Sun, president and CEO of Sembcorp Marine said: ‘We have been a key player in Brazil's oil and gas construction industry since 1997, having delivered to-date a total of 11 units of oil and gas exploration, production and storage platforms for Brazilian oilfields. These platforms produce more than half of Petrobras' daily two million barrels output, thus effectively making JSPL the main contractor to Petrobras.'

Engineering design for the new shipyard has commenced, with development to be undertaken in stages.

Also in Brazil, Keppel O&M;will have its subsidiary KFels build a TLWP at its BrasFels yard in Angra dos Reis for FloaTec Singapore, a 50:50 JV of KFels and J Ray McDermott. FloaTec signed a contract worth about $1 billion with the Papa-Terra JV, consisting of Petrobras and Chevron, to build and operate the P-61 TLWP, which will be installed in the Campos Basin on completion mid-2013.

Jackups
Aramco Overseas Company, a subsidiary of Saudi Aramco, has contracted Keppel Fels (KFels) to build a customised KFels Super B Class jackup drilling rig, to be s delivered in 2H 2012, for deployment in the Middle East.

Dragon Oil (Turkmenistan) has awarded Yantai Raffles Offshore a contract for an undisclosed sum to construct a Friede & Goldman Super M2 design jackup drilling rig capable of drilling in up to 300ft of water to a depth of 30,000ft, to be delivered in 4Q 2011.

Yantai Raffles, based in Yantai, China, and partners will lease and manage the rig for five years, TSC Offshore China will supply all drilling related equipment, and Momentum Engineering will act as main drilling contractor.

Dragon Oil operates oilfields in the Cheleken contract area offshore Turkmenistan in the southeastern Caspian Sea.

China Oilfield Services (COSL) has taken delivery of two jackup drilling rigs, COSL 936, a Gusto MSC design built by China Merchants Heavy Industry (Shenzhen), and COSL 937, built by Dalian Shipbuilding Industry. Both rigs, capable of drilling to 30,000ft in 300ft water depths, will operate in Bohai Bay.

Perforadora Central, of Mexico, has received the jackup drilling rig Tuxpan, the first delivery of 2010 from Keppel AmFels, US-based subsidiary of Keppel O&M.;Keppel AmFels is constructing four other newbuild LeTourneau Super 116E units, for Rowan Companies.

Semisubmersibles
Daewoo Shipbuilding & Marine Engineering (DSME) has announced that an unnamed client in the Americas has engaged the company to build a semisubmersible drilling rig valued at $500 million by late 4Q 2011. The vessel will be able to drill to 40,000ft in water up to 10,000ft deep.

Seadrill has taken delivery of the semisubmersible drilling tender rig West Vencedor, a KFels SSDT 3600E design, the sixth of seven SSDTs the Singapore yard is fabricating for Seadrill. The tender, able to operate in water depths up to 5000ft, is to commence development drilling offshore Angola under a five-year contract for Chevron subsidiary Cabinda Gulf Oil early this year.

Floatel International is on track to take delivery of the semisubmersible floating accommodation rig Floatel Superior this quarter, the first of two such newbuilds from KFels in Singapore.

The DNV-classed vessel, the only newbuild floatel in full compliance with all Norwegian sector regulations and able to cater to 220 personnel, will be chartered by ConocoPhillips Australia.

Transocean is having KFels repair and perform life extension works on the deepwater semisubmersible MG Hulme Jr that include installation of a new accommodation block and helideck, the vessel to be deployed to Libya for Gazprom on completion.

Yantai Raffles Shipyard has achieved the heaviest ever commercial lift using its 20,000t Taisun crane at the yard in Yantai, China, with placement of the deckbox for Saipem's semisubmersible drilling rig Scarabeo 9, a sixth generation DP3 ultradeepwater Frigstad D90 design.

Drillships
DSME is reported to have secured a $1.1 billion award to construct two drillships for Petroleo Brasileiro, to be completed 1Q 2012. The vessels will be able to drill to 40,000ft in water depths up to 10,000ft.

Noble Corporation has awarded Keppel Fels Brasil, a subsidiary of Keppel O&M, a $152 million contract to upgrade and repair a third Brazil-based drillship, Noble Muravlenko, bringing the total value of drillship contracts recently secured from Noble to $456 million.

Late last year Noble awarded Keppel upgrading work for the drillships Noble Leo Segerius and Noble Roger Eason. Work on the three drillships will be done sequentially at BrasFels between 1Q 2011 and 2H 2013.

Transocean has named its newbuild enterprise class drillship Discoverer Luanda, constructed by DSME in Korea. The 40,000ft drilling and 10,000ft depth capable vessel is the fourth of five such units to be built by the yard. The rig will operate in Angola for BP.

Floating production
Emas Offshore Construction & Production has placed an order with Keppel Shipyard for conversion of a Suezmax tanker into an FPSO unit able to produce up to 50,000b/d and store 680,000 barrels. Upon completion in 1Q 2011 the vessel will be leased to Premier Oil Vietnam Offshore for development of the Chim Sao field, offshore southeastern Vietnam.

Construction/pipelay
Acergy is having the recently acquired Borealis, a DP3 vessel equipped with a 5000t crane formerly under construction for Nordic Heavy Lift at Sembawang Shipyard, converted by Sembawang to a heavylift pipelay vessel for worldwide deepwater operations in harsh environments. Acergy plans to install a 1000t J-Lay tower and state-of-the-art 600t S-Lay equipment. Delivery is scheduled for 1H 2012 at a total cost ‘expected to be less than $500 million'.

Scottish Highlands International, a subsidiary of Coastline Maritime, has placed an order with Drydocks World Southeast Asia to build an ultra large multi-purpose offshore construction barge at the Pertama yard on Batam Island, Indonesia.

The 210m long vessel, designed by Coastline Maritime, will have a beam of 36m, sized to transit the Panama Canal following planned widening of lock gates, DP3 capability provided by seven diesel electric thrusters, a 4000t crane and accommodation for 400 crew.

NorCE Offshore has contracted Keppel Shipyard to complete the NorCE Endeavour, a 146m long 1100t ringer crane equipped derrick lay barge, undertaking the installation of equipment, furnishing an accommodation block for 284 and steel fabrication works as well as assisting in commissioning. Completion is set for later this year.

An undisclosed client is having Drydocks World Southeast Asia build a Gusto MSC NG-9000C-HPE design jackup measuring 131m by 39m, reputedly the largest of its kind to serve the wind turbine installation market, suited for operations in the North Sea.

The vessel, featuring a 6500t variable load capacity and an 800t Gusto MSC crane, is scheduled for delivery 1Q 2012 from Drydocks yard on Batam Island, Indonesia.

Support
Greatship Global Offshore Services has taken delivery of Greatship Maya, a 94m long multi-functional platform supply/geotechnical DP2 vessel from Keppel Singmarine in Singapore, bareboat chartered to GC Rieber Shipping Asia and partner Bluestone Offshore.

The vessel, equipped with a drilling unit, is able to operate in water depths of up to 1800m and capable of performing real-time in situ tests from downhole or seabed mode as well as various geotechnical laboratory tests onboard.

BassDrill has taken possession of a newbuild tender assist drilling barge BassDrill Alpha, a Bassoe Technology design constructed by Lamprell Energy at its yard in the Jebel Ali Free Zone, Dubai, at a cost of $60 million.

Polarcus, the Dubai-based geophysical company, has had Polarcus Nadia completed by Drydocks World Dubai, the first of a series of four on order by the company. The 88m long advanced 3D seismic acquisition DP2 vessel is capable of towing up to 12 streamers, and is equipped with a diesel electric propulsion system.

PT Berlian Laju Tanker (BLT), a liquid bulk cargo transportation specialist, has entered into a memorandum of understanding with Miclyn Express Offshore regarding formation of the 50:50 joint venture PT BLT Miclyn Offshore, a provider of offshore support vessels, crew/utility vessels and barges to the offshore oil and gas industry in the Middle East, Southeast Asia, India and Australia. BLT is seeking to penetrate the Indonesian offshore support vessel market, which has an estimated current market size of $250 million. AOG
